This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 (as supplemented with additional information included in this notice). This posting will be referred to under Request for Quotation (RFQ) Number 140F0719Q0016. This announcement constitutes the only solicitation. A written solicitation will be issued and attached to this posting for reference only. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) 2019-01, effective December 20, 2018. This requirement is set aside for small businesses. The North American Industrial Classification System (NAICS) number is 541380, Testing Laboratories and the business size standard is $15M. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis.
The U.S. Fish and Wildlife Service is requesting quotes to conduct well testing in accordance with the following performance work statement:

Water Testing on Kenai National Wildlife Refuge
Soldotna, Alaska
Provide all materials, labor, supplies and equipment as required to perform water testing on the Kenai National Wildlife Refuge, Soldotna, Alaska. Water testing shall be in accordance with US Fish & Wildlife Service policy 561 FW 4, Safe Drinking Water Act, the Alaska DEC Drinking Water Program, and the City of Soldotna Municipal Code.

Testing of drinking water from 22 seasonal wells as listed below. Testing for Coliform (total) shall be conducted during the months of June (2nd quarter of calendar year) and August (3rd quarter of calendar year) and annual testing for Nitrate (total), Nitrite (total), Lead and Copper shall be conducted during the 2nd quarter of the calendar year.

Seasonal Start-up Testing: Seasonal start-up total coliform testing shall be completed prior to May 15th of each year as required by the State of Alaska Drinking Water System sampling protocol for the Russian River Campground well (PWSID 241177). Sampling will be completed by Kenai NWR staff and delivered to the contractor.
Testing of Maintenance Shop Waste Discharge: Testing of waste water from the oil water separator located at the Kenai National Wildlife Refuge Maintenance Shop on Ski Hill Road, Soldotna, Alaska. Testing shall be conducted annually during the 3rd quarter of the calendar year and shall meet requirements of the City of Soldotna Municipal Code, section 13.18.040.
Repeat Testing: In the event of a failed test from a drinking water sample, well treatment in accordance with Alaska DEC requirements shall be accomplished by the Kenai NWR Maintenance Department. Repeat sampling of the water supply shall be in accordance with Alaska DEC requirements by Kenai NWR Maintenance staff and delivered to the Contractor for testing.
In the event of a failed test relative to the oil water separator, treatment in accordance with City of Soldotna and Alaska DEC requirements shall be accomplished by the Kenai NWR Maintenance Department. Sampling for retesting shall then be accomplished by the Contractor.
Cost of all repeat testing shall be paid by Kenai NWR in addition to the base contract amount, in accordance with price list provided by the contractor.
REPORTING:
Copies of all test reports shall be provided to the Facilities Operations Specialist at Kenai NWR. Additionally, reporting to the Alaska DEC shall be in accordance with DEC requirements, and reporting to the City of Soldotna shall be in accordance with City requirements.
Provide pricing for the base year and 4 option years. For each year, provide pricing for annual base water testing and a separate price per sample for repeat testing.
Delivery: Delivery shall be made to Kenai National Wildlife Refuge, 2139 Ski Hill Rd, Soldotna AK 99669.
The basis for award is Best Value to the government.
