Combined Solicitation/Synopsis for 140F0319Q0039 The U. S. Fish and Wildlife Service is issuing a combined synopsis/solicitation for ILDOT Gradation RR5 riprap in accordance with Illinois Department of Transportation 2016 Standard Specifications for Road and Bridge Construction. The riprap source must be identified and produced from sources currently approved by the U.S. Army Corps of Engineers Rock Island District in accordance with specifications description found in the attached Scope of Work. The supply, delivery and placement of this RR5 riprap will be within the Spring Lake Management Unit of the Upper Mississippi River National Wildlife and Fish Refuge, 9494 IL-84, Savanna, IL. Commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6 and supplemented with additional information included in this notice. This solicitation, and any subsequent award, incorporates provisions and clauses in effect through Federal Acquisition Circular 2009-1-1. The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-2, Evaluation - Commercial Items; 52.212-3 - Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items; 52.212-5, contract Terms and Conditions Required to implement Statutes or Executive Orders - Commercial Items, 52.219-4. This requirement is set-aside for Total Small Business in accordance with FAR Subpart 19-502-2, and only qualified offerors may submit a quote. The NAICS code is 212321 Construction Sand and Gravel Mining with a size standard is 500 Employees. Also acceptable, NAICS; 212311, 212312, 212319. This solicitation will result in a firm fixed price contract with a period of performance of one year. Please review the attachments posted. The government reserves the right to award none, any or all of the bid options in any order. Unit of issue is ton. Unit prices quoted shall be per ton and include supplying, hauling/delivery, and dumping piles on levee of ordered material as indicated in SCOPE OF WORK. This project is located within in the Spring Lake Management Unit of the Upper Mississippi River National Wildlife and Fish Refuge, Savanna, Illinois. The contractor shall provide all labor, tools, equipment, materials and supervision required to provide gravel to locations defined in the SCOPE OF WORK. SYSTEM FOR AWARD MANAGEMENT (SAM): Federal Acquisition Regulations require that federal contractors register in the System for Award Management (SAM) database at https://www.sam.gov and enter all mandatory information into the system. Award cannot be made until the contractor has registered. Interested offerors are encouraged to ensure that they are registered in SAM prior to submitting their quote.
