Opportunity: Supply and deliver 3D FLOW VELOCITY MEASUREMENT SY

Description 

The U.S. Fish and Wildlife Service, Region 3, Contracting and General Services, Bloomington, MN intends to award a sole source firm fixed price order under authority of FAR 6.302-1, Other than Full and Open Competition procedures, and FAR Part 13 Simplified Acquisition procedures to Xylem. This requirement is for a purchase of two RiverSurveyor M9 Acoustic Doppler Profiler/Discharge measurement systems and two SonTek DGPS Modules for remote data collection as well as accessories. The Carterville Fish and Wildlife Conservation Office, Carterville, IL, is working in collaboration with the U. S. Geological Survey, U. S. Army Corps of Engineers, and Kentucky Department of Fisheries and Wildlife Resources to monitor 3-dimensional flow velocity and discharge in the Ohio River to characterize the habitat preferences of invasive Asian carp and to identify cues for spawning and upstream movement. The results of this project will ultimately help fisheries managers develop management strategies that maximize capture efficiency for targeted removal efforts and to identify critical time periods for limiting population expansion into uninvaded locations. In order to ensure accuracy and consistency of water data to Service staff, as well as their partners, R3 water monitoring protocols and equipment must follow the standards maintained by the US Geological Survey (USGS). The government¿s standard for obtaining streamflow measurements on streams and rivers is through the use of ADCP technology. ADCPs use sound waves to measure the depth and velocity of water, allowing accurate, efficient and safe measurement of streamflow. Several types of ADCPs have been tested and approved by the USGS office of Surface Water (OSW) with guidance on the most appropriate instruments to use under various conditions. It is critical for water resources and field station staff that the instruments used as part of the regional Water Monitoring Network be reliable, capable of measuring and recording data of high accuracy and be consistent in function, operation, calibration, and programming. The use of unreliable equipment results in the loss of valuable data, long duration troubleshooting, as well as repair or replacement. R3 water resources staff have purchased and operated a wide variety of ADCPs. Each type of ADCP is designed for use under a range of conditions. The USGS OSW has been testing the SonTek RiverSurveyor since 2008. Since then it has worked closely with SonTek to improve and enforce strict standards on the deliverables of the RiverSurveyor M9. Currently M9 is the only ADCP on the market with multi-band multiple acoustic frequencies. This allows the unit to balance the highest resolution in the greatest range of depths, and increasing data accuracy in streams with highly variable depths. The North American Industry classification (NAICS) code is 334513 and the size standard is 500 employees. This notice is not a request for competitive proposals; however, firms with expressed interest and capability are encouraged to respond. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
