140E0120Q0013 NOTICE OF INTENT TO SOLE SOURCE The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE) intends to issue a sole source Purchase Order to ISIMS LLC, 900 Town & Country Lane 303, Houston, TX 77024, to acquire software technical support that will cover BSEE¿s existing GOMOS Metocean Data Software purchased from ISIMS LLC under Contract No. E17PX00030 and SIM for GOM Platforms Software purchased from ISIMS LLC under Contract No. 140E0118P0013. This sole source requirement meets the conditions of FAR 13.106-1(b), only one responsible source has been identified as reasonably available to provide the supplies that will satisfy the agency requirements. GOMOS Metocean Data Software and SIM for GOM Platforms Software are proprietary software products, and only the manufacturer, iSIMS, is able to provide licensing, technical support and updates. This acquisition will be conducted using the procedures of Federal Acquisition Regulations (FAR) 13, Simplified Acquisition Procedures and FAR Part 12, Acquisition of Commercial Items, under the authority of FAR 13.106(b)(1). The applicable North American Industry Classification System (NAICS) code is 541511 with a Small Business Size Standard of $27.5M. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The purpose of this Notice is to fulfill posting requirements in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. However, all interested parties may identify their interests and submit a capability statement for consideration via email to Ankur Patel at no later than 2:00 PM (ET) on February 06, 2020. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based upon responses received is within the sole discretion of the Government. No solicitation will be posted for this acquisition.
