THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD TO Zen Innovations AG. The U.S. Department of Energy (DOE), Office of Headquarters Procurement Services intends to issue a sole source award to Zen Innovations AG, Bernstrasse 99, 3122 Kehrsatz, Switzerland, for a one-year subscription service to Global Trade Tracker (GTT) related to trading trends in commodities. This award will be made under Simplified Acquisition procedures (FAR Part 13) under the authority FAR 13.106-1(b)(1)(i): “Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.” The purpose of this one-year subscription service for the Office of Energy Policy and Systems Analysis (EPSA) is to provide its registered users with access to original trade statistics from the world’s principal trading countries. Global Trade Tracker (GTT) features include: • Official trade data for 90+ countries around the world • Trends and forecasts of future demand • New target markets identification • Market shares assessments and track competition • Price fluctuations monitoring • New purchasing sources identification • Reports downloadable in common data formats • Customizable reports This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government to not compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability by responding to this notice no later than 3:00PM Monday, August 28, 2017, by email to Ellen.Clayton@hq.doe.gov. All information submitted should support the offeror’s capability to provide the items required, and shall be furnished at no cost or obligation to the Government. The Government reserves the right to cancel the sole source award.
