This announcement serves as a Sources Sought synopsis issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. This Sources Sought is issued solely for information and planning purposes and does not constitute a solicitation nor is this notice a request for quotation. The Department is NOT requesting a quote or proposal in response to this synopsis. The intent of this Sources Sought synopsis is to identify qualified small businesses capable of providing conference space in support of the U.S. Department of Energy (DOE)’s Office of Electricity Delivery and Energy Reliability. The contractor will be required to provide the conference facility, meeting rooms, and all labor, equipment, materials, and tools to accomplish the work defined in the Performance Work Statement (PWS). The draft PWS is included as an attachment to this Sources Sought (see Attachment 1). The DOE is looking to issue a firm-fixed price purchase order for this requirement. The principal place of performance is the contractor’s facility. For the purpose of this acquisition, the North American Industrial Classification System (NAICS) code is 531120 - Lessors of Nonresidential Buildings (Except Miniwarehouses) with a size standard of $27.5 million. THERE IS NO SOLICITATION AT THIS TIME. Interested small businesses shall submit a tailored capability statement demonstrating the ability to perform the requested services. Tailored Capability Statements shall demonstrate a vendor has a clear understanding of all tasks specified. The capability statement shall (1) identify the prospective contractor (business name, business size, point of contact (including email address), telephone number, and identify the business nature of the proposing entity; (2) describe the prospective contractor’s capabilities, relevant experience and resources to perform a contract of the size and complexity of which is the subject of this requirement; and (3) include potential subcontractors and information relative to the prospective partner/subcontractor experience and capabilities. Interested parties are requested to submit a capability statement, limited to no more than 10 pages, no later than February 21, 2017 at 12:00 P.M. ET. This request for capability statement does not constitute a request for proposals. Submission of any information in response to the market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred. This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. This synopsis neither constitutes a Request for Proposal or Bid, nor does it restrict the government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the government for any purpose.
