Opportunity: Intent to Sole Source: ANSI Networking Site Licens

In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order, on a sole source basis, to American National Standards Institute, Inc. (ANSI) to purchase the Network License Agreement for a base period of September 1, 2016 through August 31, 2017 with up to four (4) pre-priced one-year option periods. The NETL is required to keep copies of the ANSI standards at its three (3) major sites to keep in compliance with its ISO 14001/OHSAS 18001 certification. This is considered a sole source to the ANSI because, to the best of the NETL's knowledge and based on market research conducted, ANSI is the only organization that can provide all of these documents in a single package. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quotes/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:00 PM ET on September 1, 2016. Responses must be submitted in writing to Robert.Mohn@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
