Opportunity: Notice of Intent to award a Sole Source Award

Description 

The U.S. Department of Energy (DOE), Office of Project Management (OPM) intends to award a sole source contract to Colleague Consulting, LLC to provide specialized training for DOE’s Project Management Career Development Program (PMCDP). OPM will acquire services from Colleague Consulting to provide program and curriculum management support and training support service to the DOE acquisition workforce in accordance with DOE Order 361.1, ACMP, DOE Order 413.3b, Program and Project Management for the Acquisition of Capital Assets, and the Office of Management and Budget (OMB), Office of Procurement Policy (OFPP) Federal Acquisition Directives and related memoranda and conduct acquisition program support (ancillary) for professional credentialing. The contract of services will consist of six (6) custom course sessions for PMCDP’s first quarter training needs. The period of performance for these sessions will be from October 1, 2015 through December 31, 2015. In accordance with Competition in Contracting Act, 41 USC 253 [c] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. In this instance, only one vendor can provide a course that meets the exact course content to meet the US Department of Energy’s (DOE) requirement. Courses to be provided by Colleague Consulting, LLC were created specifically for DOE to be included within DOE’s training requirements. As such, courses such as “Managing Contract Changes” can only be provided by Colleague Consulting, LLC at this time since they are the only vendor who has experience presenting these courses. The course is a professional development & management course that allows DOE employees to meet certification or professional development requirements. The selected vendor can also meet the short timeline for delivery of the courses. Courses being purchased are as follows: QTR - 1 Course Title/Deliverable Planning for Safety in Project Management Negotiation Strategies Facilitating Conflict Project Execution and Readiness Reviews Managing Contract Changes Managing Contract Changes This is a notice of intent and no solicitation is available for this requirement. Interested parties may submit a capability statement by September 21, 2015 by 10:00am local prevailing time (Washington, D.C.) via e-mail to Ricky.callahan@hq.doe.gov. The written response must include a detailed discussion demonstrating experience providing services identified in this announcement and past performance client information for similar work. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive requirements.
