SOURCES SOUGHT / REQUEST FOR INFORMATION (RFI) Solicitation Number: DE-SOL-0008612 Title: Assistance Developing Policy and Guidance on Regulatory Compliance and Assistance Developing Tank Waste Strategies and Technologies THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. No solicitation is available. This RFI is released pursuant to FAR Subpart 15.201(e), Exchanges with Industry before Receipt of Proposals, and is issued for the purpose of conducting market research. Description: The U.S. Department of Energy (DOE) is currently in the acquisition planning stage for contract support services to the Office of Environmental Management (EM) for Assistance Developing Policy and Guidance on Regulatory Compliance and Assistance Developing Tank Waste Strategies and Technologies. EM requires support in the following areas: • Support implementing DOE Order 435.1, Radioactive Waste Management • Support to the Low-Level Waste Disposal Facility Federal Review Group • Support to the Internal Remedy Review Integrated Process • Support reviewing documentation related to the Hanford Tank Farms in support of current criticality strategy or as a technical basis to propose a revised strategy • Support reviewing available tank characterization, waste transfer, and bench scale studies in support of revised Waste Acceptance Criteria (WAC) for the Waste Treatment Plant (WTP) at Hanford • Waste Treatment and Immobilization Plant Related Matters Information Requested: DOE is hereby soliciting information regarding potential qualified 8(a) firms under the Small Business Act capable of performing this requirement [reference attached Draft Performance Work Statement (PWS)]. The North American Industry Classification System (NAICS) code for this requirement is 541620, Environmental Consulting Services, with a small business size standard of $15.0 Million. Interested firms shall submit a capability statement of no more than five (5) pages, and no smaller than 12 point Times New Roman font. The capability statement should demonstrate the interested firm’s understanding, capability, qualifications, and experience in meeting the requirements in the attached draft PWS and include the following: a. Provide responses to the following business information: (a) Company CAGE Code, DUNS, name and address of firm, point of contact (including phone number and email), size of business, average annual revenue for past 3 years and average number of employees for last 3 years; and (b) Affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential subcontractor) or subcontractors (if potential prime contractor); b. Describe the company’s (a) Ability to perform all or any aspects of the effort described in the attached Draft PWS; (b) List of customers covering worked performed within the past five (5) years (if applicable, please list at least 3 customers) highlighting relevant work performed, technical description, contract number, contract type, dollar value of each procurement, NAICS code, and procurement and technical points of contact (email address and phone number). c. Identify and describe any areas in the attached draft PWS believed to be missing or in need of clarification. The Government will review the capability statement to determine if the interested firm is capable of satisfying the requirements based on its demonstrated understanding, capability, qualifications, and experience in each area of the requirements in the attached draft PWS. DOE reserves the right to use any and all information submitted by, or obtained from, an interested firm in any manner DOE determines is appropriate, including, but not limited to, the creation of a competitive solicitation. An interested party shall not submit any classified information and should avoid submitting business confidential and/or proprietary information in its response. However, if an interested firm must submit business confidential and/or proprietary information, the information must be clearly marked. In addition, the interested firm must provide sufficient justification as to why such information is business confidential and/or proprietary. DOE will review the information and safeguard it appropriately. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the review.
