Opportunity: Line Hardware for DNP-CHD Structure Replacement

AMENDMENT 0001: The purpose of this amendment is to extend the RFQ close date. The deadline for quote submission is hereby extended to 02/24/2023, 2:00 PM MT. NOTE: RFQ 89503223QWA000488 REPLACES RFQ 89503223QWA000486 DUE TO SYSTEM ISSUES. The Department of Energy (DOE), Western Area Power Administration (WAPA), Rocky Mountain Region (RMR) is issuing this Request for Quote (RFQ) for various Brand Name or Equal “Line Hardware” for the DNP-CHD 115 kV Structure Replacement Project, in accordance with the SF1449, Terms and Conditions (Solicitation Provisions and Contract Clauses) and Attachment A - IPP Payment Requirements. This RFQ is issued as a 100% Small Business Set-Aside under NAICS Code 335932, small business size standard 1,000 employees. Quotes will be evaluated and awarded based on lowest price technically acceptable (LPTA). Quotes shall include all the information as indicated on the SF1449 and WES-L-2001, Addendum to FAR 52.212-1 Instructions to Offerors. Failure to include the information indicated may result in quote being considered non-compliant with the solicitation requirements and therefore not considered for award. In no event shall telephone discussions be construed as changes to the solicitation or place conditions on the solicitation. Only written amendments to the solicitation issued by the Contracting Officer shall constitute a change to the solicitation or specifications. Quotes must be submitted via FedConnect or e-mail to the Contract Specialist, Jermaine Villareal at villareal@wapa.gov, and received by the date and local time indicated in Block 8. Quotes submitted via any other method than Fedconnect or email will not be accepted or considered. It is the vendor’s responsibility to ensure that the Government receives submitted quotes by the due date. Quotes received after the due date and time will not be considered for award. Offeror must have active/current registration in the System for Award Management (SAM) database (www.sam.gov) to be eligible to receive an award from any Federal agency. By submission of a quote, the quoter acknowledges the requirement that a prospective awardee must have active/current registration in the SAM database at the time of quote submission, prior to award, during performance, and through final payment of any contract resulting from this solicitation. QUOTE SUBMISSION DETAILS: 1. Offeror shall make pricing and terms valid for a minimum of 60 days from the solicitation closing date appearing in block 8 of SF1449. 2. Price quoted for each CLIN (0001 – 0018) shall include shipping/delivery FOB destination. No separate CLIN for shipping. 3. All Items (0001 - 0018) will be delivered to: WAPA (RMR), WESTERN AREA POWER ADMINISTRATION, GERING FIELD OFFICE/WHSE, 1030 U STREET, GERING NE 69341 4. Offeror shall indicate on its quote if they are quoting the brand name and part number as specified on each line item or if they are quoting an equal item/product. ON LINE ITEMS WHERE THE GOVERNMENT HAS LISTED MORE THAN ONE BRAND NAME OR EQUAL PART NUMBER, THE OFFEROR SHALL INDICATE WHICH BRAND NAME/PART NUMBER THEY ARE QUOTING. 5. If offeror is proposing an equal item/product, offeror shall provide the brand name, part number and all information as required by 52.211-6 (including spec sheets/cut sheets/etc.). 6. Offeror shall provide their System for Award Management (SAM) Unique Entity Identifier (UEI) Number number on their quote. 7. Offeror shall provide country of manufacture of all items quoted and complete the Buy America Certificate (52.225-2). 8. Offeror shall provide estimated delivery date ARO for each item. If items cannot be delivered in the required timeframe, please identify the earliest available delivery lead time. 9. If Offeror fails to include any of the information identified above upon quote submission may result in Offeror's quote being deemed non-compliant and not considered for award.
