Opportunity: Notice of Intent to Sole Source: DTN Weather Services Renewal

Description 

The Department of Energy/Western Area Power Administration (WAPA) intends to issue a single source award, under the authority of FAR 13.106-1(b)(1), Simplified Acquisitions, to DTN, LLC of Omaha, NE, for DTN’s Weather Sentry Software. This is currently used by WAPA to determine weather conditions for construction and maintenance to our power distribution system. This is a procurement for real-time meteorological services currently being utilized in the DSW, RMR, UGP, and SNR regions. The meteorological services provided by DTN gives WAPA valid and accurate weather forecast and weather data feed for real-time weather situational awareness inside of WAPA’s footprint. This includes locations of transmission lines, assets, and weather data including lightning, temperature, storms, and much more. Includes a 72-hour archive ability to see historical data back 3 days. The meteorological services provided by DTN have been determined to be the only vendor service that meets WAPA's requirements as a key component of WAPA's operations environment to maintain situational awareness for current and upcoming weather-related outages or issues. Interested parties that believe they could satisfy the requirements listed above for WAPA may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. The Government intends to acquire these weather monitoring services using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code is 511210 Software Publishers with a Size Standard of $41.5 million. The base period of performance is for up to one year, beginning November 1, 2022. This notice of intent is not a competitive Request for Quotation (RFQ). No solicitation package will be publicly issued. Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the Agency. However, a determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received from all responsible sources will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. If WAPA identifies no other capable sources by the response date, then a single source acquisition award will be made. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement.
