Notice of Intent to Sole Source - WAPA-Wide Transmission Line Steel Pole Structures The Department of Energy/Western Area Power Administration (WAPA) intends to negotiate on a single source basis with Sabre Communications Corporation, Sioux City, IA under the authority of FAR 6.302-1, Only one responsible source, to design, fabricate, deliver, and unload light and heavy-duty transmission line steel pole structures and maintenance provisions. Transmission line steel pole structures are critical to WAPA’s mission. In order to meet mission requirements, WAPA requires transmission line steel pole structures to be furnished and delivered in a timely fashion throughout WAPA’s 15-state service area. Therefore, WAPA requires a bridge contract for the necessary continuous procurement of transmission line steel pole structures be issued on a sole-source basis to incumbent contractor, Sabre Communications Corporation, in the interest of economy and efficiency because it is a logical follow-on to a contract already in place. Due to the complexity, volume, and dollar value of the new requirement, more time is required to complete the replacement acquisition than is remaining on the existing contract, which is set to expire on July 31, 2022. Requirements anticipated to be placed under the bridge contract for current construction projects include a $20M requirement with a 25 – 35 week delivery timeframe, several $1M – $3M requirements with 20-30 week delivery timeframes, a $3M emergency replacement requirement with structures due ASAP, and any other emergency replacement requirements as they occur. Structures will be delivered to various Western Area Power Administration sites located in 15 Western states including Arizona, California, Colorado, Iowa, Minnesota, Montana, Nebraska, Nevada, New Mexico, North Dakota, South Dakota, Utah, Kansas, Texas, and Wyoming. Delivery points of the steel pole structures will vary from surface storage areas adjacent to all-weather roads to off-road deliveries to individual structure sites. Types of articles to be furnished are as follows: 1) Galvanized heavy-duty steel pole structures weighing less than 25,000 LB per mono pole structure, H-frame, and 3-pole structure, to include belt loops, ring clips, hand loops, clips for removable climbing rung sections, attachments for fixed climbing rung sections, ladder brackets for crossarms and davit arms, and polyurethane protective coating. 2) Galvanized heavy-duty steel pole structures weighing 25,000 LB or more per mono pole structure, H-frame, and 3-pole structure, to include belt loops, ring clips, hand loops, clips for removable climbing rung sections, attachments for fixed climbing rung sections, ladder brackets for crossarms and davit arms, and polyurethane protective coating. 3) Galvanized heavy-duty Y-frame steel pole structures weighing less than 25,000 LB per Y-frame structure, to include belt loops, ring clips, hand loops, clips for removable climbing rung sections, attachments for fixed climbing rung sections, ladder brackets for crossarms and davit arms, and polyurethane protective coating. 4) Galvanized heavy-duty Y-frame steel pole structures weighing 25,000 LB or more per Y-frame structure, to include belt loops, ring clips, hand loops, clips for removable climbing rung sections, attachments for fixed climbing rung sections, ladder brackets for crossarms and davit arms, and polyurethane protective coating. 5) Galvanized light-duty steel pole structures: 8-or 12-sided galvanized light-duty steel pole structures commonly referred to as wood pole equivalent (WPE) or pre-engineered structures, to include clips for removable climbing rung sections and polyurethane protective coating. 6) Galvanized light-duty H-frame assembly: material necessary for a complete galvanized light-duty H-frame assembly, to include OWG angle, HSS cross-arms, insulator attachment brackets, all attachment hardware, bolts, nuts, locknuts, “U” bolts, chain link, and fitment which includes drilling holes in poles for mounting of assembly. 7) Galvanized light-duty transposition H-frame assembly: material necessary for a complete galvanized light-duty transposition H-frame assembly, to include OWG angle, HSS cross-arms, insulator attachment brackets, all attachment hardware, bolts, nuts, locknuts, OGW support brackets, chain link, and fitment which includes drilling holes in poles for mounting of assembly. 8) Galvanized light-duty X-bracing assembly: material necessary for a complete galvanized light-duty X-bracing assembly, to include one (1) X-bracing angle set, X-bracing attachment vangs/dead-end tees, all attachment hardware, bolts, nuts, locknuts, and fitment which includes drilling holes in poles for mounting of assembly. 9) Anchor bolt cages for heavy-duty steel pole structures, to templates, threading, top 2-ft galvanized, and two (2) nut and two (2) washers per bolt. 10) Helicopter lifting and installation guide provisions for lifting and installing steel pole structure sections when it is necessary to use a helicopter for structure installation. 11) Fixed and removeable climbing rung sections. 12) Storage at Supplier’s facility for pole and/or anchor bolt cage should projects become delayed or storage is necessary prior to project construction commencing. The Government intends to acquire these services using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 15. The base period of performance is for one (1) year, with one (1) six (6)-month option period, beginning on or around August 15, 2022. It is anticipated this action will result in an Indefinite Delivery Indefinite Quantity (IDIQ) fixed-price with economic price adjustment contract with Sabre Communications Corporation. The North American Industry Classification System (NAICS) code for this acquisition is 332312, and the size standard is 500 employees. No non-manufacturer rule (NMR) waiver exists for the required supplies. A determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received from all responsible sources will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a competitive Request for Quotation (RFQ). No solicitation package will be publicly issued. In accordance with FAR 5.207, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received from all responsible sources will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
