Opportunity: Power Repayment Study UIPlanner and PlannerDash

Description 

The Department of Energy/Western Area Power Administration (WAPA) intends to negotiate on a single source basis with Utilities International, Inc (UI). under the authority of FAR 13.106-1(b)(2), Soliciting From a Single Source, for federal government Power Repayment Study (PRS) Software and Support utilized by the Power Marketing Rates Divisions of WAPA. The Government intends to acquire these services using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13, specifically FAR Part 13.5 Simplified Procedures for Certain Commercial Items. This is a sole-source requirement to Utilities International (UI) as WAPA requires renewal of the existing UIPlanner and PlannerDash software, which was developed directly by UI. The UIPlanner and PlannerDash software is the backbone for WAPA’s rates Power Repayment Studies (PRS) program and thus to start over would not be cost effective. It would amount to significant cost to the organization and that would not be recovered through competition. Plus, other intangibles of organization disruption for WAPA’s core mission of Power Marketing during the transition. WAPA utilizes the PRS to demonstrate that power and/or transmission rates for each project are sufficient to cover all repayment obligations. The PRS contains historic, current, and future year data that includes items such as Federal investments (capitalized assets), projected replacement costs, annual operating costs, interest expense and principal payments. The PRS is also a financial modeling tool designed to calculate rates and/or revenue requirements and provide realistic simulations of repayment obligations based on selected variables. The goal for the PRS solution is to enable the WAPA’s rates community to explore the effects of carefully planned changes and adjustments to the variables and the structure of repayment obligations to determine the optimal revenue requirements for power and/or transmission rates. This analysis is a continuous process throughout the year. WAPA’s rates community requires continuous access and functionality of the PRS. The North American Industry Classification System (NAICS) code for this acquisition is 511210, and the size standard is $41.5M. It is anticipated this action will result in a firm-fixed-price contract with Utilities International, Inc. on or about June 5, 2022. A determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received from all responsible sources will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a competitive Request for Quotation (RFQ). No solicitation package will be publicly issued. In accordance with FAR 5.207, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received from all responsible sources will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
