NOTICE OF INTENT TO AWARD A SOLE SOURCE The U.S. Department of Energy (DOE), Environmental Management (EM) Consolidated Business Center (CBC), intends to award a contract to CenturyLink on a sole source basis. The services provided by CenturyLink are in support of network needs at DOE Denver Federal Center in Lakewood, Colorado. The authority permitting this sole source acquisition without full and open competition is prescribed by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. An approved Justification and Approval (J&A) authorizing this procurement will be posted in accordance with FAR 6.305(a) within fourteen days of contract award. The DOE/EMCBC will procure terrestrial fiber cable installation and Internet services for the Denver Federal Center EMCBC satellite office. The Internet connectivity bandwidth requirements at the offices, located in the Denver Federal Center, Lakewood, Colorado have exceeded the capacity of the Digital Subscriber Line (DSL) service currently installed there. Therefore, the EMCBC is in need of an Internet Service Provider (ISP) contractor to provide upgraded Internet services connectivity and support to that office. Services must meet all of the technical specifications designated in the Statement of Work (SOW) and include a 24 hour 7 day per week technical support system. At present, only one commercial ISP (CenturyLink) has installed the underground infrastructure to provide service to government agencies at the DFC. CenturyLink currently provides all terrestrial internet service to DFC facilities. Other providers could install their own underground infrastructure wiring into the DFC, but expenses for the effort would be the responsibility of the contracting agency and would be extremely cost-prohibitive. A solicitation package will not be posted publicly and requests for copies of the solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement in the future would be in the best interest of the Government. All responses received by 5:00 PM (Eastern Time) on January 17, 2018 will be considered. All information (capability statement, proposal or quotation) submitted should support the firm’s abilities to provide the required services and shall be furnished at no cost or obligation to the Government.
