Amendment 4 hereby executes the following: • Moves language regarding the Professional Employee Compensation Plan (PECP) from DOE-L-2002 – PROPOSAL PREPARATION INSTRUCTIONS, VOLUME I – OFFER AND OTHER DOCUMENTS (NOV 2016) (Page 99 of the Terms and Conditions) to DOE-L-2012 PROPOSAL PREPARATION INSTRUCTIONS, VOLUME III – PRICE PROPOSAL, CERTIFIED COST OR PRICING DATA NOT REQUIRED (OCT 2015) (Pages 105-106 of the Terms and Conditions). Prime Vendors shall submit their PECP as part of Volume 3, not Volume 1. As a reminder, the information shared in the PECP will be used for the Responsibility Determination, not for evaluation purposes. • Clarifies language regarding Row 106 of the Second Q&A. The Government noted that, “Major Subcontractors may add their Professional Compensation Plan in Volume 3.” The Government would like to clarify this response as follows: Major Subcontractors may add their PECP in their sealed pricing submission. Further, Prime contractors shall submit their PECP in Volume 3. This solicitation has not been extended. All other terms and conditions remain unchanged.
