Opportunity: Notice of Intent to Sole-Source

This is a Notice of Intent to award a sole-source contract. This is not a request for competitive quotes. The Department of Energy's (DOE), Office of Headquarters Procurement Service, on behalf of the Office of Management, intends to issue a sole source, fixed price award to Quadient, Inc., 478 Wheelers Farm, Milford, CT, 06461-9105 under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1) for meter rental, preventative maintenance, repair services and software updates in support of the Neopost IN Series 700 Meter Mailing System. The Neopost postal machines are located at the Mailing and Distribution Centers in Washington, D.C. and Germantown, MD. Quadient, Inc, is the only company authorized to perform maintenance services on its postage meters in the area in which the meters are located. The metered mail is essential for the functionality of processing outgoing mail at the Department of Energy Headquarters. This notice does not constitute a request for competitive quotations; however, if an interested party believes they can meet the requirement, it may submit a statement of capabilities. Interested parties must show clear and convincing evidence that competition of this requirement would be advantageous to the Government to garner further consideration by the government. Oral communications are not acceptable in response to this notice. Responses shall be sent in writing to Dremayne Doyle, dremayne.doyle@hq.doe.gov via email no later than July 26, at 12:00 PM Eastern Time (ET). A determination by the Government to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
