Description 

This is a NOTICE OF INTENT to award a sole source contract using Federal Acquisition Regulation (FAR) Part 6.302-1 other than full and open competition. The Department of Energy (DOE), Office of Headquarters Procurement Service, intends to award a sole source contract to Atlantic Council to provide support for the planning and organization of the Partnership for Transatlantic Energy Cooperation (P-TEC) Ministerial and Business Forum in March 2023. Their services will ensure the mission-critical goals of helping ensure energy security for European allies during a time of energy crisis in the region. The Atlantic Council is a not-for-profit organization (NGO) founded in 1961, which is focused on expanding and enhancing relations between the United States and the Transatlantic community. The DOE Office of International Affairs (IA) would specifically wish to contract with the Atlantic Councils’ Global Energy Center. The Global Energy Center (GEC) promotes energy security by working alongside government, industry, civil society, and public stakeholders to devise pragmatic solutions to the geopolitical, sustainability, and economic challenges of the changing global energy landscape. The GEC has quickly developed into an important resource for governments, industry, and civil society to understand and navigate the energy transition. The center focuses on three core themes: energy security, geopolitics, and markets; understanding and managing the energy transition; and climate and advanced energy. P-TECC is the U.S. government’s way of supporting the following initiatives: Three Seas Initiative and Alliance of Green Cities. Three Seas Initiative creates a political platform to promote connectivity among nations in Central and Eastern Europe by supporting infrastructure, energy, and digital interconnectivity projects. The Initiative will help secure funding and coordinate implementation of cooperative infrastructure, energy, and digitalization projects. Alliance of Green Cities will enhance U.S. engagement with municipalities and cities across the region will provide municipal and regional officials with access to the technical expertise of DOE’s National Laboratories, and peer-to-peer outreach with cities and state authorities in the U.S. The Project will allow for close collaboration in developing municipal investment plans, modernization of infrastructure, capacity building, enabling polices, investment analysis and other measures which are needed to develop short and long-term pathways to a cleaner and greener energy future. In accordance with Competition in Contracting Act, 41 USC 3304, as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source, and no other supplies and services will satisfy agency requirements. This is an amendment to the previously posted notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties may submit a capability statement and pricing information, which shall be considered by the requesting agency, within five (5) calendar days of publication of this amended notice. SUBMISSION INSTRUCTIONS: Submission of any information in response to this notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. Eastern Time. A determination by the Government to compete this proposed contract base upon responses to this notice is solely within the discretion of the Government.
