Notice of Intent for the Human Resources Information Technology Modernization in support of the U.S. Department of Energy (DOE), Office of the Chief Human Capital Officer (OCHCO) The purpose of this notice is to publicize the U.S. Department of Energy’s (DOE) acquisition strategy for the Human Resources Information Technology Modernization in support of the Office of the Chief Human Capital Officer (OCHCO). DOE is committed to buying goods and services as an enterprise to eliminate redundancies, increase efficiencies, and deliver more value and savings for DOE’s programs and projects. In accordance with DOE Acquisition Guide, first consideration must be given to those sources identified as mandatory in FAR Part 8, required by statute, or specified by regulation. If a mandatory source is not available, FAR 8.004 encourages the use of Federal Supply Schedules (FSS), Government-Wide Acquisition Contracts (GWACS), Multi-Agency Contracts, and any other procurement instruments. While the FAR does not identify these solutions as a mandatory source, it is DOE policy to consider DOE Preferred Solutions and Best-In-Class (BIC) as mandatory sources. Therefore, DOE’s Preferred Solution, CIO Business Operations Support Services (CBOSS) Blanket Purchase Agreement (BPA) will be utilized to award a task order for the Software-as-a-Solution (SaaS) and Implementation Services. DOE appreciates the extensive feedback and discussion regarding the opportunity during the Request for Information period.
