Description 

In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to Gurobi Optimization. The NETL Process Systems Engineering Research Team requires the continued use of the Gurobi Optimizer Subscription Floating Use License for solving large-scale optimization problems. The subscription and maintenance include full functionality and upgrades to any new versions released during the period of the contract. The Gurobi Optimizer includes several required features including NoRel Heuristic, Integrality Focus, Python Matrix API Enhancements, Pop install support, a pre-specified user cut. It also demonstrates exceptional performance across multiple problem types including primal simplex, dual simplex barrier, mixed-integer quadratically constraint programming, nonconvex mixed-integer quadratically constrained programming, and irreducible infeasible set computation as well as identifies better mixed-integer feasible solutions earlier than competitor solvers. Gurobi optimization is the only source available to provide both the Gurobi software license subscriptions and the required technical support, no other individual software has the full capability necessary to satisfy NETL’s requirements. The base year period of performance for this requirement is from May 6, 2024, through May 5, 2025. The government anticipates awarding a total performance period of five years; a 1 year base plus 4 option years, through May 2029. This is considered a sole source to Gurobi Optimization as to the best of the NETL’s knowledge, based on market research conducted, Gurobi Optimization is the only known source that can offer this specific software’s capabilities. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 1:00 PM ET on May 24, 2024. Responses must be submitted in writing to the purchasing agent, Rebekah Parks, via email at rebekah.parks@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
