Notice of Intent to Sole Source to Mettler-Toledo for a Mettler-Toledo Titrator Excellence T5 In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to Mettler-Toledo for Mettler-Toledo Titrator Excellence T5 because without this automated unit a single titration for one experiment could take on the order of 24 hours with continuous in-tense manual labor, which is not safe or practical. This precise titrator is needed for the continuation of NETL’s pending patent mineral recovery work. The Mettler-Toledo auto-titrator that delivers high precision reagents, is flexible in adjusting settings for testing needs, and is capable of logging data throughout the titration process. This specialized auto-titrator is imperative for conducting timely research that requires precision in pH titrations. This is considered a sole source to Mettler-Toledo because, to the best of the NETL’s knowledge and based on market research conducted Mettler-Toledo is the only known source that can provide this Mettler-Toledo Titrator Excellence T5. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 16:00 PM ED on 09/10/2024. Responses must be submitted in writing to Shannon.Lynch@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
