Opportunity: Notice of Intent to Sole Source to Penn State

Description 

The US Department of Energy (DOE), National Energy Technology Laboratory (NETL), intends to issue a sole source contract to Pennsylvania State University (PSU) in accordance with the FAR 6.302-1. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. This is considered a sole source to PSU because, to the best of the NETL’s knowledge, based on market research conducted PSU is the only known source that can provide this type of service. No known potential alternate sources exist which could satisfy NETL's requirement. The PSU is the sole organization that has the research information to develop a mechanism to detect coating failures with the membrane-based sensor framework of the advanced electrochemical sensor (AES) and a multi-functional sensor platform to incorporate multiple sensing capabilities into one probe. The action is a sole source to PSU. NETL has immediate need for PSU to provide continued development on the AES technology by incorporating a sensing option to detect sacrificial coating failures in natural gas pipelines, developing a multifunctional sensor platform to incorporate multiple sensing capabilities into one probe, and constructing and testing wireless sensor node capable of supporting AES sensing in remote locations. This research and development is related to the environmental and corrosion monitoring of natural gas pipelines. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by August 26, 2022 at 1700 ET. Responses must be submitted in writing to the Contract Specialist, Mathew Gibson, via email at Mathew.Gibson@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
