Opportunity: Notice of Intent to Sole Source - Dow Jones & Co

Description

Notice of Intent to Sole Source to Dow Jones & Co Inc. for Thermal Coal/Steel Raw Materials subscription license. In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to Dow Jones & Co Inc. for subscription license to Thermal Coal/Steel Raw Materials. The Thermal Coal/Steel Raw Materials access provides the 25-year forecast for steam coal supply, demand, price, imports, exports, cost curves and freight. It also includes access to the data center, coal experts and executive member forums. The Global Coal Markets Report provides international coal benchmark pricing and market data – from biweekly in-depth reports to real-time email alerts, including a full list of benchmark coal indices, freight rates and swaps. The North American Coal Markets Report includes daily market intelligence and pricing, as well as recapping the week’s most important events, including US coal production figures and key international coal indices. The information conveys the sense of industry and helps identify energy and technology trends in the global steam market. This package also includes Steel Raw Materials Service, APAC & African Coal Markets, and Greater China Coal Markets, to more deeply inform our researchers’ sense of the global coal market. These materials, data, and information are critical to NETL’s Strategic Systems Analysis and Engineering mission of analyzing trends in energy markets and to better inform research and technology programs. This is considered a sole source to Dow Jones & Co Inc. because to the best of NETL’s knowledge, Dow Jones & Co Inc. is the sole provider of Thermal Coal/Steel Raw Materials access license. No known potential alternate sources exist which could satisfy NETL’s requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:00 PM ET on July 4, 2022. Responses must be submitted in writing to the Contract Specialist, Mathew Gibson, via email at Mathew.Gibson@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
