NOTICE OF INTENT TO AWARD SOLE SOURCE. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract modification under the statutory authority of 41 U.S.C. 3304(a)(1), as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The National Nuclear Security Administration (NNSA) intends to award a sole source contract modification to Mission Support and Test Services, LLC (MSTS) located at 2621 Losee Road, N. Las Vegas, NV 89030, to provide Security Protective Force and Systems Services in support of the Nevada National Security Site (NNSS) and the NNSA – Nevada Field Office (NFO) under the current Management and Operating (M&O) Contract No. DE-NA0003624. These services are currently being performed under a separate federal prime contract that is scheduled to end on 1/29/2023. More specifically, the services being performed under this separate federal prime contract are listed as follows: management, operations, training, and performance testing of the protective force employees; design, installation, maintenance, and performance testing of security systems for nuclear and nonnuclear facilities; classification, cyber security for security systems, and administration of the Human Reliability Program. The anticipated period of performance for this requirement will extend from 1/30/2023 through 11/30/2027. The NNSA has determined that MSTS can be the only performer of the Security Protective Force and Systems Services work as it is NNSA’s intention to require a single accountable performer of the safeguards and security (S&S) work at the NNSS, and MSTS is already performing significant S&S scope as the M&O contractor. A single point of accountability will align the NNSS with NNSA sites across the nuclear weapons enterprise where the M&O contractors are responsible for S&S functions at their respective sites. The NAICS Code for this acquisition in which the requirement is to be transitioned from a federal prime contract to the M&O contract upon expiration of the federal prime contract on 1/29/2023 is 561612 – Security Guards and Patrol Services. This notice of intent is not a request for quote/proposal. Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the agency. Any interested party that believes it is capable of meeting the NNSA’s requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 4:00 PM PDT on August 20, 2022. Responses must be submitted in writing to Ann.Howe@nnsa.doe.gov no later than the time and date noted above. Telephone responses and requests will not be accepted. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement.
