Opportunity: Guam Port Services

Description 

NOTICE OF INTENT TO SOLE SOURCE NOAA's Marine Operations Center, Acquisition, Accountability, and Analysis Branch, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1); with DZSP12 in Guam, for the services to be provided for port call at Naval Station Guam. Sole Source Justification Only one source is capable – Naval Base Guam Contract N4019223C5300 is with DZSP and will be the vendor supporting the NOAA Ship Sette while in Guam. Due to delay of the 7600B waiting on OGC approval, this requirement is needed to ensure the vessel can berth at the Naval base. There is no other location for the vessel to berth without incurring additional cost which would require a larger contract. As the Naval Base has availability, we are required to have an IAA payment mechanism in place which was started back in February and has not been cleared. Urgent and Compelling - Vessel requires to make port call for restock and crew change. For safety of the crew and vessel, this port call is essential in order to maintain mission schedule. Special Notice This notice of intent is not a request for competitive quotes and no solicitation package is available. However, firms that believe they can provide equipment or service that fully meets the Government's requirements may submit substantiating documentation to the identified point of contact within 1 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses can be sent via e-mail to Christopher.baker@noaa.gov. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a Capability Statement in accordance with the solicitation, which shall be considered by the agency if received on or before 1100 AM EDT on June 28 2025. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
